“I think there is 95% support for this plant … the remaining 5% are still undecided, but those are a few nature conservationists who haven’t yet grasped what it’s all about.” A lot of our people want to work here... I expect jobs to be created for a lot of people, in the service industries too, as new business areas open up.” visitors at entrance, long shot; pan on the party area Test car: close-up of door, pan across driver to BMW employee party area with visitors seen from various angles cluster of balloons blowing in the wind, close-up .

There’s an unbelievable amount of interest here…” We organised events to inform the neighbours in the surrounding areas of the plant development. Those start at 7 p.m., and questions still keep coming up until after midnight! Overwhelming! We devote a lot of thought and effort to create a pleasant environment... In the end the surroundings will look better than they did before” “In our experience each job we create in the automotive industry will result in the creation of one additional job in the region… a second experience is that once we start something there will also be further development. Given the qualification and enthusiasm of the people who sent us their applications or who already work with us I am very much convinced that we will succeed in presenting our company headquarters with convincing offers for further development.” Various shots: Welcome from bandleader, regional music, visitors enjoying themselves

“The people here in Leipzig are very well trained and very open-minded. There is also mobility here.” “The feedback is more than positive. We received close to 40,000 job applications… in terms of training and occupational qualifications we don’t have any problems with most of the jobs. Among the shortfalls we have are shortfalls we see in all of Germany: control-system technicians, people with electrical and electronic training or qualified engineers.”“If we’re talking about applications of engineers then the earlier the better. Production workers, however, should wait until mid-2003… Either application by regular mail or through the internet…” “The classic remedy would be to train people at the plants in Bavaria… Between six months and up to 2 ½ years... will be very good training... to be one of the first here in Leipzig.“In my opinion the party was a great success. We had very good talks…” several shots of party site with visitors pan over BMW employees in front of the stage Plant Manager Peter Claussen on the stage, raising his glass in a toast to the audience

(during the press conference) „ Cooperation between company management and the employees’ representatives has been very constructive, , and we have succeeded in drawing up a formula for work at BMW … By means of various coordinated working-hours models we can decouple the individual employees’ working hours from the total plant operating time … thanks to the BMW work formula, utilization of the installed machinery goes up by as much as 40 percent overall.”Another advantage is the proximity of the Leipzig/Halle region to the automobile plants of the BMW Group in Bavaria... Integrating the existing supplier structure from the South and Central German regions is possible without great difficulty. In addition, Leipzig/Halle is a traditional industrial region with access to a large labour pool with genuinely good qualifications."n the end it’s the customers who create the jobs. So you might say we must thank our customers – and we hope there will be more than one million of them this year – for the decision to build a new plant here in Leipzig.”

(at the press conference) Within the BMW Group … we are operating about 300 different working hours models … and this is a very … profitable arrangement. We distinguish between machine running times and employees’ working hours, and this means that the employees’ working hours will be more flexible. When this principle is applied in Leipzig, it will mean adopting basic principles that have been proven successful in other plants… and making use of a time window in the plant that’s between 60 and 140 hours long.” One can always say that the supplying industry will create an amount of jobs that equals the number created directly in the plant... In Leipzig for example there will be 5500 jobs in the plant itself... and one can add about 5000 more...

(during the press conference) „On the one hand the BMW brand accounts for a 6% increase... At the same time the success of the newly introduced brand MINI is overwhelming in all markets. Based on those figures we are confident that this upswing will continue, due to the quality products, offers, and a professional organisation... Outlook in the first quarter report: ... we take it that this positive development is likely to improve over the course of the year...“ Several shots: journalists awaiting the arrival of the honorary guests Prof. Milberg and Dr. Panke welcome the German Chancellor, Gerhard Schröder Milberg, Panke, Milbradt and Schröder are walking towards the tent Milberg, Panke, Milbradt and Schröder pass through the crowd of journalists Arrival of Dr. Stoiber Milberg, Panke and Claussen welcome Stoiber Milberg, Panke and Claussen talk to Stoiber, zoom out, long shot: they walk into the tent Milberg, Panke, Claussen and Milbradt

(during his speech at the opening ceremony) „“Dear BMW colleagues and future BMW drivers.. A warm welcome to all of you... The Almighty God loves the Leipzigers. He has decided to bathe our city in warm, bright sunlight – and Leipzig is at its best. The almighty God also loves BMW, because your company is prospering. There are signs of progress everywhere …” “We have moved 3.3 million cubic meters of earth … and we will carry on. We shall be enlarging the ‘autobahn’ junction, build bridges and provide the technical infrastructure. I am proud that we will hand over the site on schedule … in future we intend to keep on pulling together … Thank you very much for a great collaboration.“

The figure is worth hearing: more than 10,000 jobs when the final stage is in operation … one can only say: this is a truly great day for Leipzig, for Saxony, but certainly also for Germany. “Let me thank you, Professor Milberg, most warmly for the careful way in which you have helped to shape and promote this decision process.”

(during his speech at the opening ceremony) „The fact that BMW is investing in the East of Germany is a probably unique decision of great significance, for the political economy as well as for this region’s collective psyche. The way in which it has cleared away various prejudices can hardly be over-estimated … I am rather certain that this decision will make it clear that there we share joint responsibility for the East of Germany, regardless of party affiliations and tactics … And that whenever commercial calculations prove favorable … there is a determination in Germany to take such pioneering decisions as a partnership between government and business, together with the other parties to the economic process.

(during his speech at the opening ceremony) “I am glad that I have this opportunity today … to undertake the ground-breaking ceremony with you … I am confident that it will only be two years before the Leipzig plant begins to operate. This plant will for sure create many jobs, in our estimation more than 10,000 new jobs…” “The initial outlay – and I do mean the initial outlay – will amount to approximately 1.3 billion Euro. And I said initial outlay because each time a new production decision is made, and they tend to occur about every 6 or 7 years in motor vehicle manufacturing, there will be further investment dependent on the new products. With this measure the BMW Group is creating capacity for the market and product offensive that we have already started successfully …” It’s only fair to say that there were several other potential locations that offered definite advantages as far as the pure labor costs were concerned … but this drawback was canceled out by a series of joint agreements … designed to enhance flexibility, particularly flexibility in the work structures …” “Cooperation between company management and the employees’ representatives has been very constructive, and we have succeeded in drawing up a formula for work at BMW … The BMW work formula enables us to vary the plant operating time over the extremely broad range of 60 to 140 hours a week, and thus respond flexibly to fluctuations in demand … By means of various coordinated working-hours models we can decouple the individual employees’ working hours from the total operating time… of the expensive machinery … in this plant.” Thanks to the BMW work formula, utilization of the installed machinery goes up by as much as 40 percent overall... to the great benefit of the production process and productivity” An additional advantage of this region is of course also its proximity to the Bavarian automobile plants... which allows for a rapid integration of the new plant into the BMW production-plant structure … and also the integration of the existing supplier structure from the South and Central German regions. This therefore has a very positive effect when calculating the cost of running the new plant up to its intended output, and increases the speed of this process as well In addition, Leipzig/Halle is a traditional industrial region with access to a large labour pool with genuinely good qualifications and familiarity with industrial structures."

during his speech at the opening ceremony) All that remains in conclusion is for me to wish you, Professor Milberg, every possible success. This is a thoroughly egoistic wish on my part, because if you and your plant prosper, so will the State of Saxony and the City of Leipzig, and we shall all be content. I therefore wish you, and all of us, all the best for the future!” several shots: audience and crowd of journalists Schroeder and Milberg perform the ground-breaking ceremony – general shot Pan from ground-breaking ceremony to orchestra Zoom: Schroeder Milberg, Stoiber etc. listen to the music General pan across the group after the ground-breaking ceremony Pan, long shot, into the press crowd Schröder asks to be presented with the spade for use in his own garden … Milberg repeats his words of thanks … The press clusters round the politicians

“It’s a very cooperative relationship. I’ve been getting along very well with Prof. Milberg from the start. He is not a man who talks the talk and never walks the walk. Quite the contrary: One man, his word, a handshake… BMW and Leipzig – this is a very good match.“ BMW has put into practice what we would like a larger number of companies and other organizations to do …” “All I can say is that BMW not only builds excellent cars but also cars with every possible comfort and convenience …”

The mayor said he leapt in the air. So did I. I think that this decision is a very good one. Leipzig will be a great success for BMW and the city. “As you know, we have our three main production plants – Munich, Regensburg and Dingolfing – which are linked together by a logistics structure and share a large number of suppliers. Our plant in Leipzig will also be able to access this supplier network … the supplying industry in the South and Central German regions… There is an active exchange among all the BMW plants… In Regensburg, we started producing in the mid-80s. We started to operate with just one shift. The Regensburg area had not been well developed until then. Now it is one of the most prospering areas in Bavaria. This means that BMW created a huge boom. This is something we also expect for Leipzig “This plant will have epoch-making architecture. Its aim will be to forge links between everyone that works there and to give the employees a constant feeling that they are part of an automobile production process in which everyone contributes to the common goal. This is very important to us.” “I would like to wish this new plant every success. I’m convinced that it will be a success. Just look at its team and you will be convinced as well.

“From a pure economic point of view we would have had to decide differently. But there is our national responsibility. We need to do something to develop East Germany.“ „This is a special day both for BMW and for me personally. It is a step into a new region. It demonstrates that BMW today not only focuses on Bavarian or foreign locations but that we are growing within Germany as well...“ „Many expectations and hopes have been expressed today in connection with the new plant. Each and everyone involved here should therefore keep in mind that we will be able to grow together and pursue the path that the BMW Group has taken.” Taking leave of Schroeder Pan from ground-breaking ceremony to the guests Pan from flags to Claussen, talking to guests of the party
